Abstract

In his chapter, “Expectations, Benchmarks and Tensions: Exploring Turkey’s political U-turn from Brussels,”, that follow the overall discussion in the introduction, Anthony Costello demonstrates that the conditionality mechanism is not the only cause of Turkey’s failure to meet the formal and informal membership requirements, referring to additional conditions (spelled out by the EU out of the formal accession context) that served as a source of obstacles along the process. The chapter, acknowledging the failure and unwillingness of Turkey to fulfil the membership requirements, criticizes the EU for its intentions in the progress reports of scrutinizing and even trying to punish Turkey, a pattern of behaviour that the author deems fairly unconstructive.
