Abstract
Building on Brighouse et al.’s Educational Goods framework (2018), Clayton et al.’s How to Think about Religious Schools (2024) offers a more systematic framework for evidence-informed, values-guided educational policy choice. It provides, among other things, a more systematic way of incorporating the interests of children, parents and citizens into the identification, distribution and evaluation of educational goods, distinguishes consequentialist from non-consequentialist considerations, and deepens our understanding of the parameters of policy choice by explaining how public opinion, existing laws and available resources constrain the pursuit of normatively desirable policies. This paper assesses those advances and identifies three areas requiring further development: the evidence needed to justify predictions about policy outcomes; decision-making under uncertainty; and which distributive values should be applied in policy choice. Following Nancy Cartwright, it argues that constructing explicit arguments from evidence can strengthen policy predictions, while expected-utility analysis, constraints against harm, and prioritarian weighting offer promising, though partial, guidance for choice under uncertainty. Integrating these elements would move a future Educational Goods framework beyond mapping disagreements towards providing a more practical guide to justified educational decision-making.
